(White Plains, NY) – Westchester County Executive Ken Jenkins announced the appointment of Lila E. Kirton as Deputy Director of Operations, a promotion that reflects her extensive leadership experience across local and state government and her long-standing commitment to public service.
Kirton currently serves as Deputy Director of the Westchester County Department of Consumer Protection. In her new role, she will help oversee day-to-day County operations, support interdepartmental coordination, and advance initiatives that strengthen service delivery for Westchester residents.

Previously, Kirton served as Executive Assistant District Attorney for Intergovernmental Affairs and Criminal Justice Initiatives and as Chief Diversity, Equity and Inclusion Officer in the Office of the Westchester County District Attorney. She also held leadership roles as Bureau Chief of the Strategic Planning and Community Outreach Bureau and Director of the Office of Immigrant Affairs.
Prior to joining the District Attorney’s Office, Kirton served as Chief of Staff to the Westchester County Board of Legislators and as Director of Community Affairs and Intergovernmental Relations for the Governor of the State of New York.
Kirton spent sixteen years with the Office of the New York State Attorney General, where she began her career as an Assistant Attorney General in the Criminal Prosecutions Bureau, handling complex white-collar investigations involving financial fraud, public corruption, and child exploitation. She was later promoted to Bureau Chief of the Legal Recruitment Bureau, where she implemented statewide strategies to recruit and retain a diverse legal workforce across New York. She also led the Department of Law’s Diversity Committee and served as Assistant Deputy Attorney General for Intergovernmental Relations, acting as the primary liaison between the Attorney General and government officials, advocacy groups, and community organizations.
Kirton began her legal career as an Assistant District Attorney in the Queens County District Attorney’s Office after earning her law degree from New York Law School.
In addition to her professional roles, Kirton has been actively engaged in statewide and national leadership organizations, including service on the executive boards of the National Black Prosecutors Association and its Sterling Johnson New York Chapter. She is an Executive Board member of the Westchester County Black Bar Association and currently serves on the Committee on Character and Fitness for the New York State Appellate Division, Second Judicial Department.
